is a 12 hour program operated in Horry County by chosen sworn law enforcement officers that assist the community, by educating juveniles to become productive members of society. It also teaches juveniles that disrespectful behavior will not be tolerated in their home, school or community. SOAR provides Juveniles with better decision making abilities and coping skills.
The process for signing a juvenile up for the SOAR Program are as follows:
- Parent or guardian must pay an administration fee of $10.00 (which covers cost of food, transportation, etc). The fee of $20.00 applies to out of county residents. Payment must be in the form of a money order.
- Parent or guardian will bring the juvenile to J. Reuben Long Detention located at 4150 J. Reuben Ave on that Friday evening at 3:30PM and pick up their child the next day (Saturday morning) promptly at 5:30AM from the same location.
- Parent or guardian MUST attend a mandatory three hour parent workshop from 5:00PM-8:00PM after they drop their juvenile off.
- Parent or guardian MUST attend mediation and any other recommendations for future counseling.

Participation in the SOAR Program is first come, first serve basis and there will only be six juveniles allowed to sign up at a time.
