The Horry County Sheriff's Office assumed control of J. Reuben Long Detention Center on July 1, 1999 from the Horry County Government.  Since that time, J. Reuben Long Detention Center's goal is to create safer communities through secure custodial supervision of inmates.  This is accomplished by engaging in collaborative partnerships with the Horry County Criminal Justice System that affords inmates the chance to become productive citizens of their community after their re-entry into society.  Our mission is to uphold the highest degree of professionalism by maintaining the principles of integrity, service to others, and implementing proactive inmate programs to benefit the inmate population.                

As with all employees of the Horry County Sheriff's Office, our staff is "committed to excellence" by being responsive to the needs of the Horry County citizens and the inmates under our care, custody and control. 

Tom Fox was appointed Director for the J. Reuben Long Detention Center in July of 1999.  He has over 34 years of experience in law enforcement and jail operations.  He graduated magna cum laude from Liberty University with a Bachelor of Science degree in Criminal Justice and is graduate of the Command College of South Carolina at Anderson University where he obtained a Master of Criminal Justice degree.  He is also a graduate of the FBI National Academy Session 249 and 2006 graduate of the South Carolina Executive Leadership Institute.  He is a veteran of the United States Air Force serving from 1976 to 1980.  In 2008, he received the South Carolina Jail Administrators' Association Jail Administrator of the Year award. 

Mission Statement

The mission of J. Reuben Long Detention Center is to create a safe, secure and positive atmosphere for staff and inmates by promoting direct supervision principles and instilling proactive approaches to reduce recidivism rates of inmates. Uphold the highest degree of professionalism by creating collaborative partnerships with all government agencies within Horry County in order to provide the utmost degree of service to the citizens of Horry County.

PREA (Prison Rape Elimination Act) Compliance

JRL has a ZERO Tolerance Policy for PREA concerns

Zero Tolerance means that no sexual act, contact or harassment, will be tolerated between any inmate with another inmate and/or between an inmate and an employee per South Carolina South Carolina Code of Laws §44-23-1150. Staff found guilty of such violations will be subject to disciplinary action up to and including immediate termination and possible criminal prosecution. Inmates will be subject to disciplinary action consistent with the requirements of J. Reuben Long Detention Center's inmate disciplinary procedures, and may be subject to criminal prosecution.

J. Reuben Long Detention Center is committed to it's “zero-tolerance policy” of sexual assault and sexual victimization. This zero-tolerance policy affects every employee and every person under J. Reuben Long Detention Center supervision. Report any assaults or victimizations that are sexual in nature to a staff member, in writing or call (843)248-1520, a monitored line. Any reports will be kept as confidential, as the circumstance allows.
